Dear HPL,

As promised here is an update on where we are in the process of adjusting to the severe budget reduction we have experienced. A plan detailing a revised HPL organizational structure including reduced staffing levels and location closures is near completion and will be submitted to Central HR, City Legal and the Mayor’s Office on April 1, 2011.

I know a great number of rumors are out there and it is extremely difficult to wait on the facts. As soon as possible after our plan has been reviewed and approved we will release details. Staff directly impacted by the plan will be individually notified by May 1, 2011. All of us, however, will be impacted in some way not only because our organization will be reconfigured and we will be operating with fewer people and fewer locations. But also because the entire process is so very painful.

Here is a reminder of the help that is available:

Richard Barrett, Manager of the Employee Assistance Program, is conducting an aggressive outreach to City Employees to provide supportive services during this season of uncertainty.
Mr. Barrett and his group are available to:
• Discuss topics relative to change, such as handling stress and dealing with uncertainty
• Visit various Library locations
• Meet with groups of staff members
• Meet with individuals

Also, in reference to employees who will be directly impacted by the layoff, there will be useful information available during meetings hosted by the EB Cape Center after employees have been notified.

EB Cape Center will host meetings with expert representatives from the following:
• City of Houston Benefits Division
• City of Houston Pension Office
• COH Employee Assistance Program
• EB Cape Center Training Representatives (Various Classes available to include - Computer and Job Preparation Courses)
• Texas Workforce Commission (Unemployment Benefits & Job Placement Assistance)

Managers and Supervisors please ensure all your employees see this email. Look to hear from me again once the plan has been approved. Hang in there.
